Chat sessions need predictable navigation when users switch tabs or read history during streaming. This preserves each session's scroll position, defaults fresh sessions to the latest message, and adds a compact jump-to-latest affordance when auto-follow is paused. The PR gate also exposed that provider-scoped scheduled tasks must force the sdk-cli entrypoint when launched through the sidecar, so the same change records that runtime contract and its regression assertion.
