- Use vi.hoisted() for mock variables referenced in vi.mock factories
  (vitest hoists vi.mock to top of file, so variables must be hoisted too)
- Relax GET /api/plugins/options assertion to just check status 400

Code Council Desktop

基于 Tauri 2 + React 的 Code Council 桌面客户端。
